Job Description and Responsibilities

Qualifications:

  • Masters’ Degree certification in more than one area of exceptionality or related field.
  • Level III Day Care Administration Certificate. Experience and educational background in child development/ early childhood education, supervision, significant and varied teaching experience, leadership ability, experience in program and interagency coordination.

Reports to: Assistant Superintendent for Curriculum, Instruction and Accountability and Director of Exceptional Children

Job Goal: Promote an environment that is conducive to the success of the entire early years’ programs (Preschool Exceptional Children, NCPreK, Day Care, Smart Start, Preschool Transportation, Child and Adult Care Food Program).

Duties and Responsibilities:

  1. Direct the Exceptional Children’s EC Program
  2. Referral and evaluation of EC children 3 to 5 years of age
  3. Teacher and teacher assistant evaluations, related staff evaluations
  4. Ensure program compliance
  5. Monitor ECATS
  6. In-service training
  7. Serve as a stakeholder on the committee for Continuous Improvement Monitoring System
  8. Ensure compliance with state and federal maintained indicators for compliance
  9. Manage EC Preschool Budget (submit purchase orders through proper channels)
  10. Interview and make recommendation for hiring staff
  11. Direct the North Carolina Pre-Kindergarten for the Shining Stars Program
  12. Serve as the Co-Chair designee for the NCPK Program in Robeson County
  13. Teacher and assistant evaluations
  14. In-service training for all NCPK Staff (Shining Stars)
  15. Ensure compliance of program
  16. Work closely with the NCPK manager to insure program management
  17. Approve and manage the Shining Stars NCPK budget (submit purchase orders through proper channels)
  18. Day Care Program
  19. Serve as the Day Care Director/Co-Director for the 2 programs
  20. Teacher and assistant evaluations
  21. Ensure program compliance
  22. Work to maintain the 5 star rated license
  23. In-service training for staff
  24. Ensure sanitation compliance
  25. Work with Department of Health and Human Resources, Division of Child Development to meet day care guidelines and compliance
  26. Approve and manage the Shining Stars daycare budget (submit purchase orders through proper channels)
  27. Monitor parent and subsidy pay and receipt all money
  28. Maintain records (children’s day care records, immunizations, etc.)
  29. Maintain safe schools
  30. Report abuse and neglect of children
  31. Preschool Transportation
  32. Advertise for transportation each year in compliance with Public Schools of Robeson County Policy for contractors
  33. Work with the PSRC transportation department to contract for transportation
  34. Manage compliance of transportation (assigning routes and children, manage documentation of miles, etc.)
  35. Submit transportation bills for payment
  36. Maintain records
  37. Child and Adult Care Food Program
  38. Write and submit CACFP application
  39. Approve children’s application for free, reduced and denied
  40. Ensure integrity of the program (internal audits, internal monitoring, teacher and assistant training, etc.)
  41. Monitor daily and monthly counts
  42. Monitor food costs
  43. Monitor sanitation as it relates to the food program
  44. Monitor and submit monthly reports for payment
  45. Maintain records (costs and expenditures)

Others:

*Attend Principal Meetings and adhere to all compliance with PSRC for schools

*Keep abreast of new rulings in EC, Day Care, NCPK, Smart Start, Transportation and CACFP

*Manage School Improvement

*Assign Committees and Chairs

*Attend all local, state, and national level training in above areas and changes in laws as they relate to day care, EC, NCPK, Smart Start, Transportation and CACFP

*Direct all in-service training for all programs

*Act as LEA Rep for EC Meetings

*Present all reports in a timely manner

OVERALL GOAL: To provide extended opportunities for the district to improve the
quality of the Language Instruction Educational Program (LIEP)

PERFORMANCE RESPONSIBILITIES:


• Provides supplemental professional development for school ESL teachers through training sessions, observations, modeling, and coaching.
• Assists and supports school ESL teachers in development of formative assessments.
• Assists and supports in development of Title III plans as necessary.
• Supports school ESL teachers in improving the LIEP and supports training for classroom teachers in the area of English language acquisition.
• Explores school and district Limited English Proficient student data with ESL teachers to supplement planning for PLC discussions and more informed instructional decisions.
• Conducts a yearly district needs assessment in collaboration with Math, Science, ELA and AIG Coordinators.
• Works to improve and sustain a long-term professional growth framework that supports the implementation of services for English language learners in the district.
• Provide school ESL teachers with current research based best practices in the area of Second Language acquisition as well as corresponding literacy resources and materials.
• Attends and provides specialized leadership for district Professional Learning Communities.
• Collaborates with other district and school leaders to enhance targeted intervention support of English language learners.
• Works to extend and improve communication with parents and community in developing the district’s Title III Application.
• Attends district level Curriculum & Instruction meetings as needed.
• Stays current with professional literature, latest research, and best practices. Attends professional seminars, conventions, and other trainings to receive instruction in research-based. Second language acquisition strategies and how to work effectively with adult learners.
• Performs other appropriate duties as assigned by the supervisor.

Effective Teacher Training

This is your only portal for becoming a substitute teacher with PSRC!

Beginning June 1, 2019 all new substitutes and teaching assistants at Public Schools of Robeson County are required to take this class through Robeson Community College. This class prepares individuals to prepare and present effective lesson plans; demonstrate student improvement of time on task; classroom management and time management skills. Class size is limited.
