LUMBERTON — The Public Schools of Robeson County is proud to announce that Dr. Windy Dorsey-Carr, Assistant Superintendent of Curriculum, Instruction, and Accountability, will be featured as a panelist in an upcoming national discussion hosted by the Relay Graduate School of Education on Nov. 19.
The event, titled “The Positive Outliers: Strategic Leadership Habits Driving Unprecedented Improvements in NYC and North Carolina,” will highlight how education leaders from across the country are transforming instructional outcomes and fostering leader growth in their districts.
Dr. Dorsey-Carr will join Celeste Douglas-Terry, Superintendent of New York City’s Community School District 18, for an in-depth conversation exploring the strategic decisions and leadership habits that have driven measurable success in both urban and rural school systems.
The discussion will center on three key areas:
Prioritization: The instructional and operational decisions that moved the needle in student achievement.
Success Factors: Why some districts succeed while others struggle—emphasizing culture, mindset, and non-negotiables.
Key Learnings: Lessons from partnerships and professional development that shaped districtwide strategic planning.
Dr. Dorsey-Carr’s participation underscores PSRC’s growing reputation for innovation and excellence in instructional leadership. Her insights will represent the district’s ongoing commitment to improving student outcomes, empowering educators, and aligning accountability with meaningful growth.
